Tokyo DisneySea actually jumped ahead of Universal Studios Japan in the 2018 attendance rankings. I anticipate a huge boost after Fantasy Springs opens. I don’t know if it will be enough to eventually pass Tokyo Disneyland, but the attendance gap between the two parks should be a lot closer by then.
